A slow return can have multiple reasons. It is difficult to see which one it is from a short message.
First things on my list would be:
1. Is the training not too boring. Showing another dummy as a 'bribe' will not necessarily get him to return faster. For some dogs a little less structure is what they need. What I mean by that is to keep it very playful. Certainly at the puppy stage, it doesn't hurt to back away a few yards while calling them in, praising. If you try to put in too much structure at this point, this can have a negative effect.
2. Are your sessions not too long. If you train too long, they tend to slow down near the end as they are getting tired, (This is actually closely linked to the previous point) even though they can keep up the pace when going out to a retrieve.
